Murtaza Haider, co-author of the IMFG Paper, Can Tax Increment Financing Support Transportation Infrastructure Investment?, was interviewed by the Toronto Star in an article called, “Mayor John Tory’s campaign staff behind favourable SmartTrack report.”
In spring 2016, Murtaza Haider and Liam Donaldson released a paper with IMFG’s Paper Series on Municipal Finance and Governance called, Can Tax Increment Financing Support Transportation Infrastructure Investment? (No. 25), which explored whether tax increment financing (TIF) could be used to fund big projects like subway extensions. In particular, they discussed Toronto’s Sheppard East subway extension and its impact on surrounding property values to determine if it could have been financed by a TIF.
