Crossing Boundaries: Governing Transportation in the Toronto City Region

As the city region expands and the number of actors increases, governing transportation becomes more and more complicated. Authority over transportation is diffused among orders of government and, increasingly, there are calls for private sector involvement. Poorly coordinated transportation creates economic, social and environmental challenges, and has contributed to calls for consolidation under a single authority. Scott Sams discussed whether an effective, accountable, and coordinated transportation system can be achieved without resorting to amalgamating all existing transit authorities into one.

Scott Sams is the 2011-2012 recipient of the Blanche and Sandy van Ginkel Graduate Fellowship in Municipal Finance and Governance, University of Toronto. He is a Ph.D. Candidate, Department of Political Science and Graduate Associate, Cities Centre, University of Toronto
