Slack and Kitchen’s new paper is entitled, New Tax Sources for Canada’s Largest Cities: What Are the Options?.
In the article, Slack acknowledged “nobody likes raising taxes,” but said cities — and those who lead them — may soon have little choice.
“I think people in Toronto want good services. We talk about parks, we talk about transit. We all want good services, and I think we’ll come to the realization that we won’t have them if we don’t raise taxes to pay for them,” she said.
