Betsy Powell of the Toronto Star reported on Toronto City Manager Peter Wallace’s 2016 City Manager’s Address to IMFG, in an article entitled Toronto can’t ‘cut our way out’ of budget woes, city manager warns.
In his Address, the City Manager noted that City Council has “no appetite” for raising residential property taxes or introducing other revenue tools to meet the additional $607 million needed in 2017 in order to deliver city services at the current level. He called the gap in funding “very challenging.”
